House Committee on Ecology discusses “Ecosan Act of 2007”
The Committee on Ecology of the Philippine House of Representatives held a meeting on June 04, 2008 to deliberate House Bill No. 3279 entitled: “An Act Mandating the Adoption and Implementation of Ecological Sanitation as a Method of Sustainable Urban Development Program and Institutionalizing the Integrated Support and Facilities towards Sustainable Urban Environment Development, Appropriating Funds therefore and for other Purposes”, otherwise known as “ECOSAN Act of 2007”, authored by Hon. Rene G. Lim.
Different resource persons from the Philippine ecosan sector were invited to aforesaid meeting to share their views and comments on the measure at hand, among others Hanns-Bernd Kuchta (Director, GTZ Water & Sanitation Program), Dan Lapid (Executive Director, CAPS), Engr. Jonas Maronilla (Coordinator, BORDA-BNS) and Dr. Robert J. Holmer (Director, PUVeP).
The Committee chair, Hon. Belma A. Cabilao, who also attended the recent Visayas-Mindanao Sanitation Summit in Dumaguete City, brought with her a miniature UDD bowl to demonstrate to her colleagues how a UDD toilet works. The committee members were very open to the bill although it was agreed to avoid redundancies with existing laws such as the Clean Water Act of 2004. In order to learn more about ecosan, the Committee decided to set-up a technical working group to advice the members during the ongoing legislative process.
